SENIOR MANAGER OF IRA LABOR COMPLIANCE

SUMMARY

The Senior Manager of IRA Labor Compliance will develop, implement and monitor all labor activities associated with the Inflation Reduction Act supporting our projects and client portfolios.  They will develop an apprenticeship program and support all apprenticeship program activities, ensuring regulatory compliance. The Senior Manager of IRA Labor Compliance will perform program audits to ensure projects are in alignment with organizational goals and federal regulations, as well as assess risk factors identified during project monitoring. This position reports to the Senior Director of Human Resources Business Partner , or another management personnel that the CEO of the Company may designate. This position is hybrid and working hours are Monday through Friday, from 8:00am to 5:00pm or 9:00am to 6:00pm local time. This position is expected to travel up to 50%. 

ESSENTIAL JOB FUNCTION & RESPONSIBILITIES 

  • Develop and implement internal and external processes for IRA compliance reporting, tracking performance and auditing activities  
  • Responsible for ensuring multiple, simultaneous projects minimally meet & maintain IRA compliance with respect to applicable compliance and apprentice requirements 
  • Manages third party IRA compliance at the project level, including labor providers, subcontractors & vendors, and more 
  • Serves as escalation point for any PWA challenges not able to be remediated on-site 
  • Establish, train and ensure requirements are collected, documented, reviewed and to satisfy the program standards 
  • Manages the development of the program reports and material 
  • Maintains appropriate staffing levels, adjusting on-site labor force as appropriate 
  • Assist with preparation and delivery of apprentice onboarding activities 
  • Travel Required to job sites – Travel may be up to 50%  
  • Perform other duties and special projects, as assigned by Management 
  • Regular attendance, in accordance with company's attendance policy and supervisory assignment, is an essential job duty requirement for this position

 REQUIRED QUALIFICATIONS 

  • Bachelor’s degree OR equivalent related work experience 
  • Minimum 1 year of with IRA compliance programs, preferred  
  • Minimum 2 years of experience working with Public Works Administration or Prevailing Wage Projects 
  • Minimum 5 years of experience with federal and multi-state registered Apprenticeship programs 
  • Experience with a variety of compliance software and end user experience
  • Demonstrated history of crafting and implementing SOPs within large organizational structures 
  • Strong project management and organizational skills 
  • Strong knowledge of Inflation Reduction Act Standards 
  • Ability to comprehend and communicate complex technical explanations throughout all levels of the organization 
  • Demonstrated ability to handle confidential information and material with highest degree of professional responsibility 
  • Proficient computer knowledge (Microsoft Office/monitoring software) with data analysis, modeling and reporting background in Excel and databases

                    • Sight: frequent use of sight to detect images on computer, office documents, and office objects near and far
                    • Climb: occasionally ascends/descends on stairway to get to office upper and lower floors
                    • Travel: up to 50% as needed

The above-listed salary range is required by the California Pay Transparency Act and may differ depending on the location of those candidates hired nationwide. The salary range shared in the job description is for the listed position and only pertains to the candidate if they work in Irvine, CA. Actual compensation is influenced by a wide array of factors including but not limited to internal pay equity, skill set, education, licenses and certifications, geographic location, essential job duties and requirements, and the necessary experience relative to the job’s minimum qualifications. If candidates are considered for a nationwide role, then the compensation range will follow the marketability of the job function within those states. An additional discretionary bonus structure or incentives may be offered as part of the overall compensation package, in addition to the full range of medical, dental, and/or other benefits, dependent on the level and position offered.
